摘　　要：流通费用过高对中国经济发展的不良影响已经得到了广泛认识,但目前关注的焦点及政策指向都集中在物流方面。本文基于马克思关于流通费用构成的完整论述,将视野拓展到了商流活动中产生的费用,分析生产性流通费用与纯粹流通费用的现实表现和其背后的影响因素,强调批零商业运行对整体流通费用的影响。基于2006-2012年省级面板数据模型的经验分析表明,除了物流基础设施建设以外,流通组织化程度、渠道批零结构和零售盈利模式都会对流通费用产生显著影响,并且在生产性流通费用、纯粹流通费用两大构成部分上有着不同的机制和表现。其政策意义在于:未来应当更加重视优化商流过程在降低流通费用方面的作用,采取积极措施引导流通业组织化发展,促进批零协调和渠道结构合理化,并强化大型零售企业的商业资本职能。The adverse effects caused by high circulation costs on Chinese economic development have been widely recognized. The focus of attention and policy, however, are mainly concentrated in logistics. This paper extends the vision to include commercial costs, which is based on the discussion of circulation costs in Marx Economics. The performance and influencing factors of both Productive Circulation Cost and Pure Circulation Cost are analyzed, and the effect of retailing ＆ wholesaling activities on the whole distribution cost is emphasized. Using the provincial panel data from 2006 to 2012, empirical results showed that, in addition to the construction of infrastructure, the characteristic of circulation channel, such as degree of organization and structure, as well as retailers＇ profit model will have an impact on the circulation cost, and can perform differently in Productive Circulation Cost and Pure Distribution Cost. The policy implications are that more attention should be paid to optimize the business flow in reducing circulation costs, taking positive measures to improve its organization degree, rationalizing the channel structure, and strengthening the business functions of retail enterprises.
