摘　　要：大力培养高素质应用型人才既是我国经济社会发展和产业转型升级的需要,也是高等教育自身发展的需要。构建具有区域特色的现代应用性高等教育体系,培养应用型人才,第一,要强化特色,努力构建优势特色学科专业体系;第二,要创新机制,充分利用校内外教育资源协同育人;第三,要突出应用,主动服务地方经济社会发展需要;第四,要扩大开放,积极借鉴国内外高校的成功经验。地方高校服务地方经济社会发展要实现"主动适应""支撑发展""创新引领"三个境界。It is a requirement for economic and social development and higher education development to cultivate high-quality as well as application-oriented talents. Building modernized applied higher education system with regional characteristic and training application-oriented talents we need to strengthen colleges＇ features to build system specialized subject system; innovative mechanisms to take advantage of education resources in and around our colleges that cultivating students synergistically; emphasize on applicability to service local economic and social development; expand openness to reference successful experiences internal and external colleges. Local colleges should achieve ＂adaptation on their own＂ ＂supporting the local development＂ ＂innovation and leading＂
