基于信息扩散法的化工园区突发性环境风险分析法

摘  要:针对规划环评阶段存在资料缺乏问题,本文以某化工园区为例,针对园区规划方案存在的潜在突发性环境风险,建立了基于信息扩散法的突发性环境风险区划方法,对规划区内主要的突发性环境风险源的风险信息进行有效扩散,得到突发性环境风险区划图。研究结果表明,该化工园区规划实施后,突发性风险值最高的五级区域面积12.7 km2,常住人口6 102人,突发性风险值高的四级区域面积10.9 km2,常住人口3 930人,风险值居中的三级区域面积9.8 km2,常住人口2 895人,风险值低的二级风险区域面积12.0 km2,常住人口7 443人。Aiming at the absence of data in the process of strategic environmental assessment,in a case of Dalian some chemical industry park,the zoning method for sudden environmental risk based on information diffusion method was developed. The method made the risk information for major environmental risk sources spread effective using the information diffusion theory and provided sudden environmental risk zoning map. Research results showed that after the implementation of the planning,the five level regions with highest sudden environmental risk value covered an area of12. 7 km^2,and the resident population was 6 102. The higher value of sudden environmental risk for four level regions covered an area of 10. 9 km^2,and the resident population was 3 930. The medial value of sudden environmental risk for three level regions covered an area of 9. 8 km^2,and the resident population was 2 895. The lower value of sudden environmental risk for two level regions covered an area of 12. 0 km^2,and the resident population was 7 443.
