摘　　要：如何维护国(边)境的出入境管理秩序,预防和减少偷渡案件的发生值得各国执法者深思。我国公安机关应结合出入境管理工作,分析新形势下偷渡活动的基本状况和主要手法,探究新型偷渡犯罪的发展动向和规律,并提出相关对策。How to keep the order of aliens＇ exit and entry and prevent the occurrence of human smuggling is worthwhile for law enforcement officers of different countries to ponder over. Based on the reality of respective work, police agencies in our country should analyze the current state and modus operandi of human smuggling, conduct research into the new trend, rule and new methods and suggest related countermeasures.
