摘　　要：在分析京津冀旅游产业一体化所具备先天优势的基础上,指出当前存在的制约因素,运用新制度经济学中有关制度创新的理论,提出构建京津冀旅游产业一体化需要制度创新和机制创新,制度创新的主体应该是对三地都具有权威性的政府组织,同时要有关于区域合作的法律文件作保障,在此基础上进一步提出构建京津冀旅游产业一体化格局的政策性建议。On the basis of analyzing the inherent advantages of tourism industry integration in Beijing, Tianjin and Hebei, the paper points out the restraining factors, and with the institutional innovation theory in neo-institutional economics, proposes that it is necessary to innovate in institution and mechanism to promote tourism industry integration in Beijing, Tianjin and Hebei. It thinks that the subject of institutional innovation should be authoritative government organization and it is important to introduce legal documents on regional cooperation for guarantee. Based on the above, it further puts forward some suggestions of building integrated pattern of tourism industry in Beijing, Tianjin and Hebei.
