摘　　要：近代中国在西力东渐中演化为两栖国家。30年经济转型,中国具备了海洋国家的基本特征,海权作为国家安全战略的一个支轴进入了中国的战略视野。中国海权经略以欧亚大陆的绝对存在为背景,接受中美关系的和平框架约束。全球海权与欧亚大陆均势势成连动,在美国全球海权衰落的背景下,欧亚均势也将逐渐动摇。中国应在海洋战线保持战略克制,延缓美国衰落,迟滞大国力量转换的节奏,并推进战略西进,从而集结资源应对陆海均势的变化。Contemporary China has gradually evolved into an amphibious country since the Western powers came to the East. During the past 30 years featuring economic transformation,China has obtained the essential features of a marine state. A sea power,as part of national security strategy. has come into China＇s vision. As China＇s sea power running receives the constraints of the peaceful framework of Sino- US relation with the absolute existence of the Eurasia continent as the background,the global sea power and Eurasia continent power balance will be interconnected. Under the background that the global sea power of the United States is declining,the Eurasian balance of power will gradually shake.China should maintain strategic self- restriction on the sea front to slow down the decline of the United States and retard the rhythm of the transformation of the force of big nations and propel the westward strategic advance,thus gathering resources for addressing the change in both land and sea balance of power.
