莱茵河污水治理对嘉兴染整业的启示

摘　　要：污水治理是浙江省政府近期推出的一项事关区域经济社会发展的大政方针——"五水共治"的内容之一。首先尝试阐明污水治理工程作为公益事业的经济学内涵,在对莱茵河及嘉兴污水治理相关企业进行案例研究、比较分析的基础上,提出公益事业应立足于让公众收益这一基本原则,并针对嘉兴实际,提出其对策及建议。Sewage treatment is one of the contents of a fundamental policy that has recently been launched by Zhe-jiang Provincial government about local economic and social development. Firstly,this paper tries to clarify the eco-nomic meaning of sewage treatment as public welfare. Based on case studies and comparative analysis on enterprises involved in Rhine and Jiaxing sewage treatment,it puts forward a basic principle that public welfare should be done for public benefits. And according to the reality in Jiaxing,it puts forward some countermeasures and suggestions.
