摘　　要：2010年开始,我国进入适度普惠型儿童福利体系建设阶段。文章以SSM为方法论上的指导,通过绘制"丰富图"、设置根定义、构建目标活动模型,并开展模型与现实世界的比较,最终导向出适度普惠型儿童福利体系建设方案。结果表明,2020年、2030年、2050年是我国适度普惠型儿童福利体系建设的三个重要时间节点,适度普惠型儿童福利内容体系应包括基本公共福利、各类专项福利、福利服务三大模块,并从财政投入保障、法律法规体系建设、行政管理职能完善等方面探讨了适度普惠型儿童福利体系建设的保障机制。In 2010,China began to enter the construction phase of moderate universal child welfare system.This article designs the construction program of appropriate universal-type of child welfare system by drawing＂rich map＂,setting the root definition,designing the goal of building activity model and carrying out the model compared with the real world under the direction of the method of soft system method（SSM）.It draws a conclusion that we can greatly upgrade the system in 2020,2030,and 2050 and the appropriate universal-type of child welfare system includes three parts such as the basic content of public welfare,all kinds of special benefits,and welfare system service.The mechanism to promote the construction of the appropriate universal-type of child welfare system is discussed from the aspects of increasing financial input,building legal system and improving the administrative functions.
