我国城镇化对安全生产管理的挑战及对策研究

摘　　要：我国城镇化已步入快速发展阶段,同时进入城镇化转型发展的关键时期,在城镇化与工业化、信息化和农业现代化同步发展进程中,安全生产工作面临新的形势、问题和挑战。介绍了我国城镇化的发展历程,分析了城镇化与安全生产的关联性及影响,辨识了新型城镇化进程中面临的典型事故风险,提出了城镇化过程中强化红线意识及实施安全发展战略、建立城镇土地使用安全规划体系、创建安全发展示范城市、建设化工园区风险防控体系、完善安全生产应急管理体系、加强城镇生命线系统运行安全管理、强化农民工的安全培训及管理、加强城镇安全生产信息化管理、加强城镇安全文化建设等安全生产管理对策措施。The urbanization in China has stepped into the rapid development stage and the key period of transformational development. In the synchronous development process of urbanization, industrialization, informatization and agricultural modernization, the work safety is facing new situation, problems and challenges. In this paper, the development course of urbanization in China was introduced, the correlation and influence between urbanization and work safety were analyzed, and the typical risks of urban work safety in urbanization process were identified. The corresponding countermeasures of urban work safety management were put forward, such as enhancing red line con- sciousness and implementing safety development, establishing safety planning system of urban land usage, creating safety development demonstration city, constructing risk prevention and control system in chemical industry park, improving emergency management system of work safety, strengthening operation safety management of urban lifeline systems, enhancing safety training and management of migrant workers, strengthening informatization management of urban work safety, and strengthening urban safety culture construction etc.
