关于水生态文明建设的几点认识

摘　　要：在深刻论述水生态文明基本内涵的基础上,分析了水生态文明建设的主要任务及目标,揭示了生物多样性是水生态文明的重要标志,阐述了构建水生态评价指标体系是水生态文明建设的关键环节,结合水文事业改革发展实践,强调了水生态监测是水生态文明建设的重要基础工作,提出了加强水生态监测的内容与建议,为全面推进水生态文明建设提供参考。Main tasks and objectives of construction of water-ecological civilization are introduced based on analysis of concept and inherent of water-ecological civilization. It demonstrates that biological diversity should be the key indicator of water-ecological civilization, and establishment of index system for water-ecological evaluation is vital for the construction of water-ecological civilization. Looking back the practice of reform and development in hydrological field, monitoring of water-ecological system should be highlighted and regarded as the basic task of water-ecological civilization. Finally, measures for implementing tasks of water-ecological civilization are proposed that will provide reference for further application of this approach.
