从重大新药创制专项“十一五”计划探索我国新药创制研发网络的构建及基本特征

摘　　要：面对医药行业的变革机遇,我国制药业该如何利用和发挥优势,突破国外大型制药公司的壁垒,是今后健康发展的关键。我国新药研发创新能力弱,故探索构建由企业、大学院校、科研院所等行为主体之间相互联系、协同互动而形成的以知识创新和技术扩散为核心的新药创制研发网络是我国医药行业发展的目标和方向。通过重大新药创制专项"十一五"计划,重点突出创新药物研究技术密集地区及领域,强调要充分整合当地优势资源,以强强联合手段,在依托具有较强科研创新能力的研究院所或高校后,努力构建具有国际化水准的药物研究开发技术平台,初步构建我国新药创制研发网络,从而实现新药创制能力的跨越式增长。As the revolution happened in the pharmaceutical industry, how to take advantages of our own and how to break through the trade barrier made by international pharmaceutical corporations play a key role in the future market. Since the innovative ability is limited in our country, to construct a pharmaceutical innovation system consisting of domestic pharmaceutical enterprises, universities, colleges and research institutes, which incorporated with each other, might be a wise solution. By implying the ＂1 lth Five＂ Project of National Great New Drug Re- search and Development, innovative drug research technology areas and fields will be highlighted, and the need to fully integrate the local superior resources will be stressed by means of alliance between giants. By relying on re- search institutes or universities with the strong scientific research innovation ability, we strive to build drug research and development technology platform with international standards, and preliminarily build our drug discovery research network, so as to realize the leap of drug discovery ability.
