村民理事会的基层治理功能及其完善策略

摘　　要：村民理事会是农村基层党组织领导下的以社区、村民小组为基础建立的新型村民自治组织。村民理事会在新农村建设和农村基层治理中发挥着十分重要的功能,它是农村基层治理的有效载体,是官民合作治理的有益纽带,是信任危机治理的有效制度,是农民参与治理的有效途径。然而,由于村民理事会是社会历史发展的新事物,仍然存在着与村"两委"关系不够明确,家族宗族势力的不当干扰,内部运行机制的不健全,政府缺乏有效的引导等问题,需要进一步完善优化其基层治理功能,从而使农村基层民主制度和农村基层治理体系更完善。Villager council is a new villagers＇ autonomous organization under the leadership of rural party organization based on the community and village group.Villager council plays a very important role in the new rural construction and rural grassroots governance as an effective carrier of rural grassroots governance,a beneficial tie of cooperative governance between government and private sectors,an effective system of trust crisis management and an effective way of farmer＇s participation in governance.However,there is unclear relationship between villager council and ＂ two village committees＂,improper interference of family and clan forces,imperfect internal operation mechanism,lack of effective government guidance and so on.Villager council requires further optimization in the grassroots governance function in order to improve the rural grass-roots democracy system and the rural grassroots governance system.
