金砖国家的合作潜力与文化文明因素

摘　　要：目前,金砖三国(俄、印、中)、四国(巴、俄、印、中)、五国(巴、俄、印、中、南非)各成员国之间关系的发展内涵尚不明确,其合作规模、交往范围和活动指向都不明朗。然而,框架内国家走向本质接触已经具备一些十分重要的前提,其中首先是他们都反对建立单极世界。金砖国家框架可能成为其成员国巩固自身在世界经济体系中的地位和实现其具体目标的重要保证。俄、中、印这个三角框架之间的经济关系尤其应该引起特别的注意,这主要是因为三国在欧亚大陆地理位置上的毗邻。文化亚系统的全面发展也同样重要,首先是教育领域内的合作(大量吸收医学和自然科学方向的中国和印度学生赴俄留学;加深高校间和科学领域的联系)。同时应该大大拓展文化宣传活动。俄、中、印三国间的经济、政治、军事联系将赋予金砖国家之间的交往以新的内涵,并可以此动摇北方发达国家的单极局势。金砖国家成员国无意于破坏国际政治、经济关系,而是要巩固本国在世界格局中的地位。At present, the relationship development between the three member countries （Russia, India, and China）, or between the four member countries （Brazil, Russia, India, and China）, or between the five member countries of BRICS （Brazil, Russia, India, China, and South Africa） is not clear yet, and the scale of cooperation, the scope of communication, and the orientation of activity are not definite. However, the countries within the framework have had very important prerequisites for their substantive contacts, and, especially, all of them object to establishing a unipolar world. The framework of BRICS countries may become an important guarantee for each of the member countries to consolidate its own position in the global economical system and to realize its specific goals. The economical relationship of the triangular framework of Russia, China, and India deserves special attention because they are neighboring countries in Eurasia. The all-around development of the subsystems of culture is equally important, especially the development of cooperation in education （we can encourage large numbers of Chinese and Indian students majoring in medicine and natural sciences to go to Russia to further their studies ; we can strengthen cooperation between colleges and between fields of science）. Simultaneously, we should greatly expand the cultural publicity. Contacts between Russia, China, and India in economy, politics, and military affairs will endow the communication between the BRICS countries with new connotation, and shake the unipolar situation of the northern developed country. The BRICS countries do not intend to destroy the international political and economical relations but to consolidate their own positions in the setup of the world.
