土地股份化进程中农户行为选择及影响因素分析——基于1007户农户调查

摘　　要：在统筹城乡发展过程中,农村土地股份合作制经历了农户需求的诱致性制度变迁向政府供给的主导性制度变迁的发展,即地方政府政策主导成为农村土地股份合作制发育的新的动因。在此背景下本文运用2013年对江苏省土地股份化进程中试点县区的调研数据,结合Logit选择模型,从农户行为选择角度出发,实证分析社员农户选择参加土地股份合作社的满意度和非社员农户入社意愿以及影响因素。研究结果表明:土地股份化进程中,农户的行为选择意愿在政府组织行为起主导作用的同时受农户教育水平和家庭非农收入等特征影响外,关键还受农户对土地流转政策认可程度的影响,并从农户就业保障制度的完善、农村教育培训机制以及规范政府行为等方面提出政策建议。In the process of balancing urban and rural development, land demutualization has experienced chan- ges from the inviting system with farmers demand to the leading system with the supply of government of land de- mutualization policies. From the perspective of behavior choice,this paper, based on Logit model, does an empir- ical analysis of participated collective members satisfaction and non-collective members willingness to participate and their influencing factors based on the research data of Huai＇an,Jiangsu, a pilot county, in 2013. The re- search found that in the process of land demutualization, the farmers choice willingness is not only guided by gov- ernment leading behaviors, but also affected by the education and non-agriculture income of farmers, and more decisively, by the recognition of the land transfer policy. To facilitate the land demutualization, this paper ad- vances three proposals including employment security system, job skills training system and formal government action.
