摘　　要：大学国际合作交流分宏观、中观和微观三层面,其目标定位和发展分初级、中期和成熟3个阶段,结合河南理工大学具体实践,必须根据国家改革开放水平和大学自身实际情况来确定目标定位和把握发展阶段。Taking Henan Polytechnic University as an example,this paper attempts to analyze both the three-level goals,i. e. macroscopic goal,mesoscopic goal and microscopic goal,and the three stages,i. e.initial stage,interim stage and mature stage of the universities＇ international cooperation and exchanges. It also proposes the principle that the goals and the stages should be set according to both the national reform and opening up,and the actual conditions of the university.
