基于政府决策信息行为的网络舆情政务工作平台功能设计

摘　　要：随着Web2.0时代的开启,网络社交媒体成为民意传达的主要方式之一,这使得构建政府与民众互动交流的平台成为必然。基于政府决策信息行为特点所设计的政务工作平台的功能能够基于4个子系统实现:舆情信息采集系统、舆情定题—分析系统、决策生成—交互系统与政府决策信息行为保存系统。而系统的建设基础包括:信息资源分类、数字参考咨询、服务质量评估、信息资源长期保存与共建共享。With the coming of Web2.0 age, social media in network has been the main way to deliver people＇s will. This calls for construction of communication platform for government and people. Based on government decisions making, the platform can be realized by four systems： ＂Information acquisition of Public Opinion＂ System, ＂Selective and Analyzation of Public Opinion＂ System, ＂Formation and Communication of Public Opinion＂ System, ＂Preservation of Information Activities＂ System. And all the systems are related to the following information behaviors： information resource classification, digital reference, service quality assessment, long-term preservation of information resource, co-construction and sharing of information resource.
