药品电子监管系统在四川部分地区基层零售药店试点运行中的问题与对策

摘　　要：目的探索药品电子监管系统运行中存在的问题,为改善与提高四川地区零售药店药品电子监管效能提供参考。方法采取入户巡访、电话访问、网络交流等方式,对四川部分地区基层零售药店和消费者进行调查分析,并据此提出改善的建议。结果与结论电子监管在运行过程中存在着法律法规空白、电子监管系统缺陷等问题。药品电子监管要在西部地区基层零售药店顺利运行,必须加强基础设施建设,强化行政监管力度,引导药店业主积极参与电子监管工作。Objective To explore the imperfection of the Drugs Electronic Monitoring System and provide a reference for the improvement of monitoring efficiency of retail pharmacies in some regions of Sichuan.Methods The consumers and grassroots pharmacies in some regions of Sichuan province were investigated by means of home visit,telephone interview,network communication,etc.Suggestions for the improvement were made.Results and Conclusion The Electronic Monitoring was lack of regulations in the operation and in consequence,and the system itself also had many deficiencies.In order to ensure a smooth run of the Electronic Monitoring System in the retail pharmacies in western regions,we must strengthen the construction of the system and guide the pharmacy owners to actively participate in the Electronic Monitoring.
