摘　　要：以国家农村农业信息化示范省湖南省为研究对象,运用层次分析法(AHP)从能力形成基础和能力形成机制两大部分测评14市(州)农村农业信息化服务能力,并进行对比分析。在此基础上,提出了应建立"目标引导,示范推进,标准考核,以奖代投"的农村农业信息化示范市、县建设实施与绩效考核机制,以充分调动地方政府建设农村农业信息化的积极性、主动性和创造性,不断提升农村农业信息化服务能力。Based on the national rural agricultural informationization demonstration in hunan province asthe research object, using the AHP from the ability to form the foundation and strength formationmechanism of two parts evaluation of 14 city（state） rural agricultural informatization service ability, andcomparison analysis. To this, should set up＂goal guidance, demonstration forward, standard assessment,compliance incentives to award on behalf of the cast＂ the rural agricultural informationizationdemonstration city, county construction implementation and performance evaluation mechanism, to fullyarouse the enthusiasm of local government in rural agricultural informatization, initiative and creativity,improve rural agricultural informatization service ability.
