地权正规化、集体组织强制交易与加快地权流转——马克思关于英国“圈地运动”的分析及其启示

摘　　要：本文分析马克思关于中世纪英国地权制度属性、变革的本质和对"农村居民土地剥夺"的原因以及对中国地权制度改革的启示,认为在加快地权流转进程中必须解决好两个问题,一是推进地权正规化,以防止在地权流转过程中对农户承包权的侵害和集体所有权的漠视;二是在尊重农户个体交易意愿的基础上,重视农户对集体组织强制交易的自愿性接受,加快地权流转。In the stable constitutional order of land and under the background of new land policy,the policy which will accelerate the land transfer on contrary to the market's will. This paper analysis Marx about the nature of land ownership,change attributes and reasons on the'rural land deprivation'in medieval England,and Inspirations to the Chinese reform of land ownership system. we must solve two problems on speeding up the land transfer process: First,to promote land regularization,we must prevent the neglect of farmers contracted rights and collective ownership in the land transfer process; Second,Based on respecting the household purchase individual intentions,we must pay attention to the farmers' voluntary acceptance of 'compulsory'transaction of the village collective organization to speed up the land transfer.
