摘　　要：日本宣布投降后，中国政府按照“以德报怨”的宗旨，成立南京日侨集中营管理所对滞留南京的日侨进行集中管理，并积极引导日侨实施自我管理，发行自编报纸《集报》（后期易名为《更生日报》），对管理所内生活、日侨思想、战争责任等问题进行了报道，对稳定日侨情绪，顺利完成日侨的管理和遣返工作发挥了积极意义。After Japan surrender, the Chinese government in accordance with the purpose of ＂ good for evil,＂ establish Japanese Orphans Camps in Nanjing to Japanese Orphans for centralized management, and actively guide the implementation of overseas Japanese self - management, issue self - compiled paper Ji news （ later renamed Keng Sheng Daily News） , within the management of living, thinking, responsibility for the war of Japanese Orphans Camps in Nanjing and other issues are reported. It stabilizes Japanese sentiment, the successful completion of management of Japanese colony and captive, which has played a positive significance.
