摘　　要：区域创新体系是国家创新体系的有机组成部分,也是国民经济发展的有力支撑和坚实基础。当前中国创新区域体系中,一些传统的以产业集群为载体的区域创新体系与现代信息技术高度融合,呈现出主导产业多样性、县域边界性明显等新的特征。同时,地方政府在区域创新体系建设中处于关键地位,FDI充当了重要的技术扩散源。随着实践的不断发展,一些深层次的问题逐渐凸显出来,这些问题成为阻碍区域创新和企业创新的掣肘。正确认识这些问题,有助于通过制度创新推动区域创新体系建设,为建设创新型国家提供适配性政策支持。The regional innovation system is an organic part of the national innovation system as well as a strong support of and solid foundation for the development of national economy. Currenfly, some traditional regional innovation systems reliant on industrial clusters integrate with modern information technology closely and are characterized by diverse leading industries and great difference between counties. At the same time, the local government has a key role in the development of regional innovation system, with FDI as an important souroe of technology d^hsion. During the process, some deep-seated problems gradually emerged and impeded regional innovation and enterprise innovation. Understanding these problems correctly helps to promote the development of regional innovation system through institutional innovation and provide suitable policy support for building China into an innovation-based country.
