中国内地自由贸易区的开放措施与CEPA开放措施的协调性研究

摘　　要：2004年,中国内地与香港澳门更紧密经贸关系安排(CEPA)正式生效实施,这是中国内地扩大开放并为港澳企业进入中国内地赢得先机的重要举措。CEPA实施10年来,为中国内地和港澳的发展带来了巨大的经济效益。当前,世界经济贸易格局正在发生深刻变化,美、欧、日主导的新自由贸易格局正在形成,中国对外经贸发展面临严峻挑战。为应对国际贸易发展的新形势,中国在上海成立自由贸易试验区,并以此为平台探索中国进一步扩大对外开放的经验和做法。上海自贸区与CEPA所涉及的开放性措施存在明显的差异,这给中国对外开放政策的统一性带来挑战。比较研究发现,上海自贸区服务业的开放已全面超过CEPA,而CEPA在货物贸易方面的开放度高于上海自贸区,两者在贸易投资便利化方面各有所长。应协调中国两类对外开放措施,以提升中国对外开放的质量和水平。Closer Economic Partnership Arrangement( CEPA),which has come into operation since 2004,is a significant step towards further opening up in mainland and encouraging enterprises in Hong Kong and Macao to enter into Mainland. CEPA has brought huge economic benefits for mainland,Hong Kong and Macao in the past ten years. At present,the world economy and trade is undergoing massive changes. A new order of free trade led by the USA,Europe and Japan is forming and China is facing a serious challenge in the development of foreign trade. In response to the situation,Shanghai Pilot Free Trade Zone( Shanghai pilot FTZ) was established to explore a way of further opening up. However,there is a large difference between measures of opening up in Shanghai Pilot Free Trade Zone and CEPA. It poses a challenge to coordinate foreign trade policy in China. The comparative research in this paper reveals that the degree of opening up in service industry in Shanghai pilot FTZ is much higher than that in CEPA while in goods trade,the CEPA is better. These two have their own merits in facilitation of trade and investment,yet Shanghai pilot FTZ has a brighter prospect. Therefore,this paper proposes that these two opening up measures should be coordinated to improve the quality and standard of China's opening up.
