摘　　要：近年来,皖江城市带产业集群专业镇发展势头强劲,已成为推动地方经济发展的重要力量。研究表明,全球价值链动力机制和治理模式对地方产业集群升级有着重要影响。促进皖江城市带专业镇产业集群升级应实施基于产业集群升级为导向的公共政策、积极培育高级要素、实施目标市场多元化战略以及拓展产业发展空间。The developing momentum of specialized town industrial cluster of Wang Jiang urban belt has been extremely strong in recent years, and has become the important driving force for the regional economic development. Researches show that the driving mechanism ＆ the governance mode of GVC are very important in upgrading regional industrial cluster. To promote the industrial cluster upgrading of Wan Jiang urban belt, it is essential to implement related industrial cluster upgrading oriented public policy, cultivate higher essential factors, implement multi-type target-market stratege and expand its development space.
