油气田企业践行天然气调峰合理职责探讨——以川渝地区为例

摘　　要：天然气产输销用的刚性联动要求政府、天然气用户、城市燃气公司和油气田企业四者承担起各自在天然气应急调峰中的职责和作用。油气田企业作为气源供应方,也需要同其他责任主体一起在天然气调峰过程中优化调节天然气供需、保障天然气持续稳定供应重任。以川渝地区天然气合理调峰责任体系构建为例,从保障区域经济社会平稳协调发展角度,重点提出油气田企业一方践行合理调峰职责的相关措施建议,以推进我国天然气合理调峰责任体系构建与职责分担,切实保障国家和区域天然气持续稳定供应。The rigid linkage among natural- gas production,transmission, and sales requires four parts of government, users,city gas companies, and oil and gas enterprises together to take their own responsibilities in natural- gas peak shaving. As gas source suppliers, the oil and gas enterprises also need to be with other parts to afford the heavy responsibilities on optimizing and adjusting gas supply and demand in order to ensure the sustainable supply during gas peak shaving. This paper takes the gas peak shaving system in Sichuan- Chongqing region as an example, and makes some suggestions on reasonable responsibilities of the oil and gas enterprises taking for gas peak shaving in terms of protecting the stable and coordinated development for local economy and society, which promote the establishment of the responsibilities system and the reasonable responsibility sharing for the better and sustainable gas supply to the whole country and region.
