摘　　要：《国务院关于同意设立青岛西海岸新区的批复》中提出要营造良好地环境来推进青岛西海岸新区海陆统筹发展。设立并建设好青岛西海岸新区,对于青岛市全面实施海洋战略、创新军民融合机制、深化海洋管理体制改革、推进深海远海开发与陆海统筹发展和建设海洋强市具有重要意义。因此,以海陆统筹理论为引导,把海域陆域作为一个整体,统筹海陆资源开发、环境治理、区域规划,发挥青岛市的海洋区位优势,经济和技术协调推进,是建设生态文明、环境健康、经济可持续发展海洋强市的重要举措和策略。It is proposed in “The State Council ’ s approval for the establishment of the west coast of Qingdao New District” to create a favorable environment for pushing forward the land -sea coordination development of the west coast of Qingdao New District .The establishment of the west coast of Qingdao New District is of significance for Qingdao to implement maritime strategies ,innovate military and civilian integrated mechanism ,deepen the reform of the marine management system , promote the deep and open sea exploitation and the land -sea coordination development and construct a marine city .Therefore, led by the land -sea coordination theory , the important measures and strategies to construct a marine city of ecological civilization , environmental health and sustainable development are as follows：taking the land and sea as a whole , co-ordinating the exploitation of land -sea resources , environmental governance and regional planning , exploiting fully Qingdao＇s location advantages , and pushing forward economy and technology in a coordinated way .
