摘　　要：从传统的藏书楼到现代图书馆的建设，其间还有一段漫长和丰富的近代图书馆发展时期。通过对几部中国近代重要的图书馆法规文本进行史料性的梳理、分析和论证，我们可以发现其中体现出了明显的公共图书馆精神。对此问题的研究，能为我国当前《图书馆法》的制定提供更为广泛的理论基础。From those traditional libraries to the buih-up of modern libraries, existed a rather long and interesting development of modern libraries. Through the historical classifying, anglicizing and discussing of several important library law texts, we can shed light on the prevailing spirit concerning the public libraries.
