摘　　要：为科学评估我国森林“双增”目标完成情况、完善实现目标的政策措施，利用全国第八次森林资源连续清查数据、营造林综合核查等年度专项调查成果，以及有关林业统计数据和其它相关资料，采用对比分析、趋势分析和综合测算等技术方法，对全国森林面积和森林蓄积变化量进行了估算，对实现森林增长目标的造林任务进行了测算分析。结果表明：森林蓄积量增长目标已完成；森林面积增加完成目标的61％；2014—2017年的4年间，年均需人工造林面积333万hm^2。For scientific assessment of the achievement of China＇ s forest “Double Growth”target and im- proving the policies and measures for achieving the objective and on the basis of the data of the 8th Na- tional Forest Inventory, the annual special investigation results of integrated national afforestation inspec- tion and, other forestry-related statistical data and relevant information, this paper used comparative analy- sis, trend analysis and comprehensive estimate methods to estimate the amount of changes in national for- est area and forest volume, and to calculate and analyze the task of afforestation for achieving forest growth objective. The results show that forest volume growth targets have been completed; forest area increased by achieving 61% of the objective. In the 4 -year period between 2014 and 2017 ,the average annual ar- tificial afforestation area will amount to about 3.33 million hectares.
