民初奉天临时省议会述略

摘　　要：清末民初,中国政治体制发生了根本性的变迁,此时地方议会制度蓬勃兴起,对中国政治近代化起到了积极的推进作用。奉天临时省议会成立于1912年,是由原奉天谘议局转变并扩选而来,存续期间,其议决议案百余起,积极参与各类政治活动,基本上起到了立法机关的作用;虽然在会议期间仍基本按照谘议局的方式运转,但是对东三省乃至全国都是民主政治进程中不可或缺的一个单元,为奉天省议会的成立奠定了基础。During the period of the end of the Qing Dynasty and the beginning of Chinese Republic, it made a radical change on the political system of Chinese. Among this process, the boom of the local parliament vigorously promoted the political modernization of China at that time. The Mukden Interim parliament, which mainly composed by the former Consultancy Bureau members, was founded in the year of 1912. In the duration, it resolved hundreds of motions, and took part in various activi- ties. Being a Legislature, it realized its functions essentially. The existence of Mukden Interim parlia- ment is not only a unique part of the north east of China, but also of the whole nation which could not be instead, even though it works in a similar pattern of the previous Consultancy Bureau. On the whole, it laid a foundation of the formal Mukden parliament.
