摘 要:依据国内外研究成果与某河流生态状况、水电规划及其环境影响特点,应用层次分析方法,构建了包括目标层、准则层和指标层的某河流生态系统健康评价指标体系,选择河流功能与服务、结构组织、恢复力三因素共计15个评价指标,并确定各个指标的标准化值、权重及综合指数评价标准。计算结果表明,规划河段生态系统健康现状良好,优化后的规划方案实施对河流生态系统健康产生一定影响,但能满足基本健康的最低要求,通过采取环保措施,可以实现河流生态系统的健康目标,因此该规划是可行的。Learning lessons from the researches at home and abroad, the ecosystem health assessment index system of a river is established by using Analytic Hierarchy Process (AHP) method after considering the ecological situation, hydropower planning and environmental impact characteristics of river, in which, three analytic layers of target, criteria and indicator are established and total 15 indicators are selected as assessment index from three factors of river functions and services, structural organization and resilience. The normalized value and weight of each indicator and the composite index evaluation criteria are determined. The model calculation results show that, (a) the ecosystem health situation of planning river section is good; (b) the optimized planning scheme of hydropower development has a certain impact on river ecosystem health, but it can meet the minimum requirements on river basic health; and (c) the goals of river ecosystem health can be achieved by implementing some environmental protection measures. The optimized plan of river hydropower development is feasible.
