摘　　要：在经济增长方式转变、政府转型的社会大背景下,公共精神和公共利益是新时期中国构建服务型政府的价值依归,关注民生、重视民生、保障民生、改善民生是政府的基本职责。使用文献资料法、逻辑归纳法等研究方法,运用新服务理论、治理理论和公共行政伦理等理论对基本公共体育服务体系设计理念、功能构建等进行了深入的讨论;研究认为,基本公共体育服务体系设计中,必须体现行政服务理念和政府公共精神,在科学发展观的指导下进行顶层设计统筹。并在此基础上,明确提出地方政府、基层组织在构建基本公共体育服务体系时,只有突出公共性、公益性、全面性和平民性等特征,才能真正为老百姓提供基本而有保障的公共体育产品和有效的公共体育管理、公共体育服务。With change in economic growth modes and government transformation, public spirit and public interest are the value base on which to construct service-oriented government in China in the new era and the government＇s basic duty is to be concerned about, attach importance to, safeguard and improve people＇s livelihood. In this article, the design idea and function construction of the basic public sports service system are deeply discussed. The article is of the opinion that the idea of administrative services and public spirit of the government should be under the guidance of scientific concept of development. In addition, the local government and grassroots organizations should highlight the features of the basic public sports service system, including publicity, non-profit, comprehensiveness and civility, with a view to guaranteeing the provision of basic public sports products and effective public sports administration and service.
