摘　　要："大部制"在行政体制改革中应该被赋予广义的内涵。决策与执行是一个良好的观察视角。观察西方国家的环保机构设置,不难发现其中的"决策–执行"分开的这种潜在趋势。以决策权的集中与执行权的社会化及专业化为主线,整个改革必须在法治的环境下有条不紊地进行,方能保证制度改革的最终效果。The ＂Giant Department＂ system should be granted inner conation in a macroscopic sense. The perspective of decision-making and execution is a good one. On observing the setting of environmental protection agency in western countries, we can find the inner trend of the separation of ＂decision-making-execution＂. Keeping up with the mainline of the centralization of decision-making power and the socialization and specialization of executive power, the reform has to be held in good order as a whole under the rule of law so that the final effect of system reform can be guaranteed.
