“大档案”理念下的开发区档案管理模式研究——以苏州工业园区档案管理中心为例

摘　　要：开发区不同于一般的行政区域,因此其档案管理模式需适应开发区行政管理体制与机制。本文探讨在"大档案"理念下既能体现开发区精简、统一、高效的行政管理体制,又有利于发挥开发区档案工作效能的档案管理模式,并以苏州工业园区档案管理中心为例,剖析开发区"大档案"管理模式的实际运作情况,最后介绍"SIP(Suzhou Industrial Park)大档案管理模式"在我国的推广应用。Development districts are different from normal administrative districts, so their management mode of archives needs to adapt to the system and mechanism of the administrative management of the development districts. This paper discusses the management mode of archives under the idea of “General Archive” that will demonstrate the simplifi- cation, unification and efficiency of the system of the administrative management of the development districts, as well as help to perform their effectiveness of archive work. Using the case study of Suzhou Industrial Park Archives Management Center, this paper analyses the actual situation of operation with the management mode of “General Archive” of the de- velopment districts. Last, this paper introduces the popularization and application of the “SIP General Archive Manage- ment Mode” in China.
