历史街区保护与社会公平——基于居住者需求的视角

摘　　要：历史街区保护注重原真性,在缺乏科学合理的历史街区更新措施的情况下,历史街区通常被原封不动地"保留"。通过对常熟市历史街区居民的问卷调查与访谈,发现由于政府缺乏合适的改造方案,常熟历史街区成为城市中的贫困住区,导致居民在社会空间与物质空间两个方面均被边缘化,成为弱势群体。在居住者需求和意愿方面,居民对居住环境改善、市政设施完善和异地搬迁等具有强烈的改造愿望。因此,认为在强调历史街区保护的同时,也要关注街区内的民生问题,保障历史街区保护中的社会公平。As the conservation pays much attention to the authenticity of historic districts, governments tend to leave such districts untouched before proper plans have been made. This essay makes a survey of residents by questionnaire and interview in four historical districts in Changshu and finds out that these historical districts become poverty residential area due to the lack of proper plan. This essay also finds out that residents in historic districts in Changshu are the disadvantaged both in social and physical aspects. Residents in these four districts have a strong willing to take action to improve the living environment, set up public service facilities and move to other places. Therefore, it should take the residents＇ demands into consideration when protecting the physical environment to ensure social justice.
