农村人口非农化形式及其对农地流转的影响

摘　　要：随着我国工业化、城镇化的快速发展,农村人口非农化程度不断提高、形式多样,对农地流转具有深刻影响,并进一步影响到现代农业的发展。本文根据国内外已有研究对农村人口非农化的形式进行归纳与总结,并分析其对农地流转产生的影响。结果表明:升学、择业、参军、投亲几种完整型非农化形式对农地流转有促进作用,长期稳定的农地流转有利于农业规模经营与现代化发展;务工这种暂时型非农化对农地流转有促进作用,但短期的时断时续的农地流转不利于农业规模经营与现代化发展;兼业这种不彻底的非农化对农地流转并无积极作用,甚至一定程度上抑制农地流转。最后,为促进二者良性发展针对不同类型的非农化提出对策建议。As China＇s industrialization and urbanization, the degree of non-agriculturalization is higher and higher, the form of it gets rations forms, it has profound impact on agricultural land transfer, and further affects the development of agricultural modernization. Based on the study of the relationship between both at home and abroad, the paper summarized the forms of non-agriculturalization through literature research method, and analyzed their impacts on the agricultural land transfer they generated. The results showed that a complete type of non-agricuhuralization which contained studies, careers, joining the army and seek ing refuge with relatives played a positive role in promoting agricultural land transfer. A long-time agricultural land transfer was conducive to agricultural operation of scale and agricultural modernization. Temporary non-agriculturalization also played a positive role in agricultural land transfer, but short-time agricultural land transfer was not conducive to agricuhuralization operation of scale. Incomplete type of non-agriculturalization played a passive role in agricultural land transfer, and suppress it in a certain extent. Finally, this paper put forward different proposals for different types of non-agricuhuralization to promote the positive interaction.
