摘 要:根据事故致因理论,分析导致安全事故的人的不安全行为与物的不安全状态,并对其环境因素进行了研究,得出了除矿业系统内在属性因素外,自然条件、社会环境、政策法规、企业管理和作业环境等是矿业安全系统重要的环境影响因素;建立了矿业安全系统环境影响因素体系,应用层次分析原理研究分析了各环境影响因素对系统的影响程度。结果表明,企业管理、政策法规和作业环境是影响程度较大的3个因素,其中,管理人员素质、工人安全意识、法律法规制度、照明情况以及作业空间布置等因素在矿业安全生产和管理工作中应加以重视。The unsafe man behavior and insecurity physical state causing safety accident was analyzed and environmental factors were studied based on Accident-causing Theory with the conclusion that in addition to the systematic intrinsic properties in mines,natural conditions,social environment,laws and regulations,enterprise management,operating environment and others are considered as major environment impact factors in the mine safety system.The environmental factors system of mine safety system was built and the degree of impact of each environment factor on the system was analyzed by Analytic Hierarchy Process.The research shows that enterprise management,laws and regulations and operating environment have the larger influence on the situation of the mine safety system and especially more attention should be paid to quality of administrative personnel,safety awareness of workers,laws and regulations,lighting conditions,work space layout and other factors in the mine safety production and management.
