创新型企业绩效驱动型政策效应研究——以福建省为例

摘　　要：近年来随着福建创新型企业的发展,福建区域创新能力也得到很大提升,但是政策体系还有不足,政策的执行尚存在障碍。以前国家比较常用的是愿景驱动型政策,似乎政策效力不太显著,也经常出现被企业钻空子,浪费国家资源的现象。值得注意的是一些地区基于企业创新绩效的绩效驱动型政策显示成效显著,因为有必要对福建创新型企业绩效驱动型政策进行研究,以期发现问题,提出对策,从而以制度创新促进创新型企业发展。文章先总结了国内外绩效驱动型政策的发展现状,再通过描述统计的方法从创新绩效的视角分析了福建省绩效驱动型政策的效应,得出相关政策对创新型企业的研发能力和创新业绩都有所提升,自主产权这块因为政策的时滞性所以没有显现出来。In recent years, with the development of innovative enterprises in Fujian, the Fujian regional innovation ability has also improved, but the policy system and the existing obstacles to carrying out the policy are insufficient. The state-driven policies failed to be effective and enterprises often got loophole of it. It is worth noting that some regions based on the performance of enterprise innovation performance-driven policy shows its effectiveness, so it is necessary to study Fujian innovative enterprise performance-driven policy in order to find problems and put forward countermeasures and system innovation to promote the development of innovative companies. The article summarized the present domestic and foreign development of performance driven-policy from the angle of innovation performance by the method of description statistics analysis of the effect of Fujian province performance-driven policy, and concluded that relevant policies for innovative research of enterprise and its innovation performance are effective.
