利用城市公交车报复社会事件应急管理研究——基于10起典型案例的分析

摘　　要：公交车是城市最重要的公共交通工具之一,也是普通市民出行的主要代步交通工具,城市公交安全与众多市民的日常工作、生活息息相关。但是近年城市公交安全事件发生率不断上升,对市民的出行安全带来巨大威胁。这些威胁有来自人为的和自然的因素,其中以城市公交为作案对象的报复社会性安全事件引起了社会的广泛关注。通过对近10年10起典型利用城市公交报复社会性突发事件进行分析,基于危机生命周期理论,对此类事件危机前、危机中和危机后应急管理中存在的主要问题进行剖析,提出改善此类突发事件应急管理的对策建议,以切实提高城市公交公共安全治理能力和公交安全性,切实保障民众的生命和财产安全。Public bus is not only one of the most important part of urban public transportation, but also the main transport of ordinary citizens. The security status of urban public bus is closely relate to every family. However, in resent years, urban public bus security incidents occurrence frequently, which have bring great threat to many citizens. These threats are from man - made and natural factors, and one the man - made factor - the retaliation for social security incident caused by taking public bus as the object of the crime has aroused widespread concern in society. Based on the life cycle of crisis theory and the analysis of ten typical emergencies of using urban public bus to retaliate social event, this paper has analyzed the main problems of the emergency management in pre - crisis, crisis and post - crisis of such events. Finally the paper proposed several suggestions to deal with those problems. So that, we can surely improve the governance capability of public security and the security of urban public bus to safeguard the people＇s life and property .
