农村空心化对基层民主建设的影响及对策

摘　　要：农村空心化是在城镇化过程中,大量农村人口向城市转移,农村劳动力急剧减少的一种不良现象。农村空心化是新近凸显的制约农村基层民主建设和农村的政治发展关键性因素。它的凸显破坏了农村基层民主建设所需的经济、社会文化基础,降低了政治效能感,影响了村民民主意识和参与能力的形成,制约了基层民主建设的发展。在空心化背景下,消除空心化的不良影响,构筑基层民主所需的经济基础,是推动基层民主建设的前提;整合权利主体资源,提高政治效能感,是推动基层民主建设的基础;激发基层组织活力,提高村民的民主意识和参与能力,是推动基层民主建设的关键。In the process of urbanization,city possesses many different kinds of excellent resources,especially like public goods. This causes the large movement of population in rural areas,and thus causes the phenomenon of rural hollowing. The rural hollowing, which has changed the basis of economy and culture conditions,decreased the political efficiency needed by democracy at the grass-roots level,and also influenced the democratic consciousness and participation ability of villagers. It has been recently highlighted and become one of the key factors affecting democratic construction at the grass-roots level and political development of rural areas. To push the devel-opment of democratic construction at the grass-roots level in rural areas of China,it is prerequisite to improve the economy in rural areas to diminish the negative effects of rural hollowing. It is basic to integrate subjects of the right to improve the political efficiency. It is key to excite the energy of grass-roots power organizations to improve democratic consciousness and participation ability of villager.
