摘　　要：阐述电信应用软件工程评估软件开发工作量的背景,介绍了FPA功能点分析方法的特点,描述了在实际工程应用中的FPA功能点分析法评估流程,强调了"用户可识别"概念在FPA功能点分析法中的重要意义。分析了基于FPA方法在电信软件工程中建立知识库、应用代码行法进行验证的意义。对实际工程中评估工具软件的需求进行了描述,简述了基于EXCEL、VBA及SQL SERVER数据库实现团队协作评估的工具软件架构,并对工程应用中可能出现的评估失效问题提出了改进意见。It expounds the background of telecom application software designing work quantity estimation, describes the features of FPA and the evaluation process of this method, focuses on the significance of the concept of user identification. It analyzes the sig-nificance of building knowledge base in telecom software project and verifying by application code based on FPA. It describes the requirements on evaluation tool software, resumes the tool software architecture based on Excel, VBA and SQL server da-tabase to realize team cooperation. It final y presents suggestion on evaluation failure problems improvement in project applica-tion.
