摘　　要：深入学习实践科学发展观,具体到刑事侦查工作,根本目标就是推动刑侦工作又好又快发展,把刑侦工作纳入科学发展的轨道上来,最终提高刑侦民警履职尽责的能力和水平。当前四川藏区公安工作主要存在责任区刑警队与派出所运行机制不畅、基层警力严重缺乏等突出问题。藏区公安机关应当建立覆盖社会面的责任区刑警队,加强责任区刑警队与派出所的协作配合,将科学发展观与公安刑侦改革相结合,通过改革引领刑侦工作,最终全面提升公安机关打击和预防犯罪的整体水平。Putting Scientific Development View into criminal investigation work aims to make the investigation work develop faster and better, make the investigation work develop scientifically, and improve the law-enforce-ment abilities and levels of police. The main problems of police work in Sichuan Tibetan residences are that the operation system of local criminal sections and police stations are not smooth, and there is little police power in grass-roots units. We should set up the criminal police troop serving the whole Tibetan residences, improve the cooperation between criminal police and sub-police station, combine the Scientific Development View with in-vestigation work, and improve the ability of combating crimes and preventing crimes.
