摘　　要：县级公立医院是城市医疗体系的网底,是农村三级医疗保障网的龙头和枢纽。上海市交通大学医学院附属新华医院崇明分院作为上海市唯一的县级公立医院,切实贯彻落实新医改精神,在提升服务能力方面进行了探索和实践,在区域医联体、人才梯队建设、医疗服务质量、信息化建设以及便民惠民服务等方面取得了成效。The county-level public hospital is the foundation of city health care system. It is also the leading and hub of the rural tertiary care safety net. As the only county-level public hospital in Shanghai, Xinhua hospital ChongMing Branch conscientiously implements the spirit of the new health care reform. Some countermeasures on enhancing the service capability, such as regional medical group, human resources team, medical service quality, informatization and handy service for the publics are practiced and have got some effectiveness.
