摘　　要：为完善安全基础科学理论体系,指导安全经济活动,通过总结、提炼安全经济现象中各种潜在规律,结合安全生产实践与经济学基础原理,并参考国内外相关文献,定义安全经济学核心原理概念,提出生命安全价值、安全经济最优化、安全效益辐射、安全经济复杂性、安全价值工程等5条核心原理。在解释5条核心原理内涵的基础上,讨论这些原理间的内在联系,对核心原理进行角色定位及本质探究。结果表明:安全经济学核心原理与安全生产实践活动相辅相成、协调发展,共同构筑理论指导实践、实践进一步完善理论的运作机制。In order to perfect the basic theoretical system of safety science and guide the safety economy activity,rules underlying the safety economy phenomenon are summarized. The definition of core principles of safety economy is presented on basis of safety practice and basic principles of economics. At same time,5 basic principles are put forward. They are valuable principles of lives,the optimization principles of safety economy,the radiation principles of safety benefit,the complication principles of safety economy,the safety value engineering principles. After giving the explanation of 5 core principles,inner connections between them are discussed,along with their location and essence in the practical activity of safety production. The result shows interactional operating mechanisms between core principles and safety practice,in which theory and practice stimulate each other.
