摘　　要：公共文化服务体系建设不仅要靠国家自上而下推动,而且还需要民众的积极参与。宁夏社区居民公共文化参与意识不强,必须提高社区居民参与公共文化的积极性;公共文化设施配备不齐且作用发挥不够,必须加大对公共文化场所和设施的配备和管理力度;公共文化资源分布不均衡,必须促进公共服务均等化。此外,还需要加大对文化活动的引导和监管力度。The construction of public cultural service system not only depend on the state to promote top - down, but also requires the active participation of the people. Ningxia community residents to participate in pub- lic culture consciousness is not strong, we must improve the enthusiasm of the community residents to participate in public culture. Public cultural facilities are not equipped with neatly, the investment in public cultural venues and facilities and management must be increased due to uneven distribution of public cultural resources ,we must promote the equalization of public service. In addition, it is also needed to increase the guidance, supervision of cultural activities.
