摘　　要：新式设备的使用为航运业近代化了提供硬件的基础,组织的制度化则为航运业近代化提供了软件的必须。湖南近代航运组织制度化过程中,政府政策发挥了极其重要的作用,统一管制形成了组织的稳定性,规范经营构建了组织的秩序性,维护民轮体现出组织的目标性。航运组织的制度化一方面使其形成有序的运作模式,另一方面也因战时管制受到负效应的影响。Organic update based shipping modernization provide hardware. Software must be institutionalized organization for the shipping industry modernization. Government policy has played an extremely important role in unified control, which formed the stability of the organization. Standardize of operation has constructed the order organization, maintenance of people round reflects organizational goal. Shipping organization system has led to the formation of the mode of operation in order. On the other hand, it also has negative effect because of wartime control.
