德国鲁尔经济转型对萍乡市的启示

摘　　要：江西省萍乡市以煤立市,因煤而兴,但到了上世纪末,煤炭资源开始枯竭,萍乡市也开始了转型之路。德国鲁尔是资源型城市转型的成功案例,其在转型中重视实施具有法律效力的统一规划;以技术创新和规模化为手段改造煤钢等传统产业;大力发展新兴产业;以工业遗存为基础发展文化创意产业和工业旅游;重视科技的应用和职业教育。"他山之石,可以攻玉",借鉴鲁尔区的转型模式和经验,有助于更好地推动资源枯竭型城市萍乡市的经济转型。Pingxiang city in Jiangxi Province was flourished by coal mining, but the coal resources began to dry up at the end of last century. Since then, economic transition has been conducted in Pingxiang. The successful economic transition in Germany Ruhr is a good case of resource-based city＇s transformation, which emphasizes on the implementation of legally binding unified planning, reconstructs traditional industries like coal and steel industry by technology innovation and scale, develops new industries, cultural creativity industry and industrial tourism, emphasizes the application of technology and vocational education. By others＇ faults, wise men correct their own. By using Ruhr＇s transition model and experience for reference, it will greatly contribute to promoting the economic transition of Pingxiang, the resource-exhausted city.
