摘　　要：本文就无线电管理部门应急无线电通信系统的现状,分析了具体需求,结合建设的目标和依据,并考虑到现有的技术,重点阐述了利用卫星通信手段建立移动应急通信指挥系统。本文涉及到卫星通信基本理论、多载波COFDM无线图像传输系统特点、防雷工程、车辆改装技术等,着重分析了VSAT卫星系统、卫星通信体制比较、卫星天线系统选择等,详细介绍了硬件的设计改装工作,并对硬件和软件的结合与实现方法进行了进一步分析。In this paper, the radio administrative department emergency radio communication system present situation, analysis of the specific needs, combined with the construction target and basis, and considering the existing technology, and focuses on the application of satellite communication means of establishing emergency communication command vehicle system.This article relates to the satellite communication basic theory, multiple carrier COFDM wireless image transmission system characteristics, mine engineering, vehicle technology, focuses on the analysis of VSAT satellite system, satellite communication system, satellite antenna system selection, detailed hardware design modification work, and on the combination of hardware and software and the realization method of further analysis.
