摘　　要：民船建造贯彻国防要求,是国防动员准备的重要内容。对民船建造贯彻国防要求现有管理制度分析,按照制度设计的总体要求和思路,阐述制度体系构成与核心内容、制度的表现形式与效力,并描述了法律制度形成的流程。推动该项工作广泛深入开展,对于增强民船的军事适用性、提高民用运力国防动员效率具有重要作用。Civilian vessels construction fulfilling defense demands is an important aspect of defense mobilization readiness. Based on the analysis of current management system for civilian vessels construction fulfilling defense demands, according to the general requirements for system design, the paper states the system components, core contents, its performance and effect, and describes the process of legal system formation. To promote the development of the work is of great significance for increasing the military serviceability of civilian vessels and defense mobilization efficiency of civilian transport capacity.
