摘　　要：本文探讨可引入灾害风险区土地利用管理的减灾新理念,在进行滩区初步风险区划的基础上,根据区域风险特点,将流域民生水利政策与区域新型城镇化战略有机结合,对滩区土地利用实施规划和管理,实现流域管理与区域发展的协同,以达到共赢的目的。In the paper, disaster reduction new concept which can be introduced in disaster risk zone land utilization management is discussed. Based on floodplain preliminary risks division, basin livelihood water conservancy policy is organically combined with zone novel urbanization strategy according to region risk features. Planning and management are implemented on floodplain land utilization, thereby realizing coordination between basin management and regional management, and reaching the win-win purpose.
