摘　　要：在我国外汇管理按照“五个转变”的要求有序实施系列重要改革的背景下，全国外汇管理系统在主体监管方面进行了全方位、多角度的探索，并取得了初步成效，进一步深入推进主体监管的条件已基本具备。文章分析了实行外汇主体监管的现实意义，梳理了外汇主体监管的现状及存在的问题，从转变监管理念、健全配套法规依据等方面，就构建有效的外汇主体监管模式提出相关建议。Under the background of orderly implementing series of important reforms on China＇s FX administration according to the requirements of ＂Five Changes＂, the nationwide FX administration system has undertaken all-round and multi-angle explorations in terms of participant-based regulation with initial results achieved, and conditions for further promoting participant-based regulation have been basically met. This article analyzes the realistic significance of implementing FX participant-based regulation, sets forth the current existing problems, and puts suggestions on constructing effective regulatory mode in respects of changing regulatory concept, perfecting supporting laws and regulations.
