摘 要:传统发电计划管理主要考虑年度合约电量完成进度与电厂等负荷率,没有较好地考虑发电计划的调度可执行性,也没有考虑计划执行过程中各类不确定性因素的影响。基于此,提出了一种风险适应型的月度发电计划管理模式与编制方法。首先,在分解月电量时精细化地考虑逐日的机组组合优化安排,以预留一定的执行调整空间,并在机组组合不可行时修正月度发电计划;其次,提炼影响发电计划执行的关键边界条件,在月内持续检测边界条件的变化情况,提出响应边界条件变化的计划跟踪与调整方法,实现了月度发电计划的滚动分析、目标调整与偏差修正,降低计划执行的风险。In traditional generation scheduling management main attentions are paid to the completion progress of yearly contact electricity quantity and balanced generation load rates among power plants, however, the dispatching performability of generation scheduling is not well considered and the impact of various uncertain factors during the scheduling execution are not taken into account. For this reason, a risk-adaptable monthly generation scheduling management mode and its drafting method are proposed. Firstly, during the decomposition of monthly electricity quantity the security constrained unit commitment (SCUC) is considered to obligate a certain space for execution and adjustment and modify the monthly generation scheduling under infeasible unit commitment; secondly, the key boundary conditions that may affect the generation scheduling are extracted to monitor the variation of boundary conditions persistently within the month, and the approach for scheduling tracking and adjustment is put forward in response to the variation of boundary conditions, thus the rolling analysis, objective adjustment and error modification of monthly generation scheduling are implemented, and the risk due to execution of the monthly generation scheduling is reduced.
